RENEWAL OF CUSTOMS BROKER LICENCES - 2015

All customs broker licences will expire on 30 June 2015. In April 2015, the Australian Customs and Border Protection Service will send an "Application for Renewal of Customs Brokers Licence" package to each customs broker.
To ensure that the renewal package is sent to the correct postal address, customs brokers should check, by no later than mid-March 2015, that their contact details in the Integrated Cargo System (ICS) are up to date.
Failure to renew a customs broker licence by close of business 29 June 2015, will result in the licence expiring.

Info sessions - Japan-Australia Economic Partnership

The Australian Customs and Border Protection Service (ACBPS) is hosting information sessions on how to access preferential tariff treatment under the Japan-Australia Economic Partnership Agreement (JAEPA). The session will provide an overview of the rules of origin chapter of JAEPA.

The information sessions are accredited for licensed customs brokers as part of the continuing professional development scheme. Brokers attending will gain three points towards the Professional Brokerage Skills stream.

Session locations and February 2015 dates: Melbourne 2 February, Sydney 3 February, Brisbane 4 February, Adelaide 5 February (JAEPA and KAFTA), Perth 6 February.

Please note that from 23 December 2014 the following changes to the descriptions for the PE and PSR preference rule types in ICS.

PE now has the description of Produced exclusively from originating materials.
PSR now has the description of Product specific rule of origin

These preference rules can still be used when claiming preference under AANZFTA; however these rules can now be used to claim preference under other FTAs.

The Integrated Cargo System (ICS) release deployed on Wednesday 10 September 2014 to introduce electronic Unaccompanied Personal Effects (UPE) declarations resulted in the ICS incorrectly calculating Goods and Services Tax (GST) amounts on some import declarations. Declarations lodged in the ICS between Wednesday 10 September 2014 and Friday 10 October 2014 (31 days) were potentially affected by the error.

1 JANUARY 2015 STATISTICAL CODE AND PHASING RATE CHANGES

The Australian Bureau of Statistics (ABS) has advised changes to statistical codes in the Customs Tariff Working pages, from 1 January 2015, for tariff subheadings 7227.90.90, 7228.70.00, 7308.90.00, 7312.10.00 and 7312.90.00.
The duty rates applying to certain TCF goods in chapters 39, 40, 42, 58, 60, 61, 62, 63 and 96 of Schedule 3 in the Customs Tariff will phase from 10% to 5% on 1 January 2015. The Developing Country rates for these goods will phase from 5% to Free.

Phasing duty rates listed in Schedules 5, 6, 7 and 8 of the Customs Tariff will also take effect on 1 January 2015.

DEPARTMENT OF AGRICULTURE - NEW ILLEGAL LOGGING LAWS NOW APPLY

As of 30 November 2014, importers of certain timber and timber products (including specific wood products, pulp, paper and furniture products) need to undertake due diligence and, if necessary, mitigate the risk the products they are importing has been illegally logged.
